A local retainer is a few hundred a month against a site of thirty pages. The margin does not survive an hour of manual reporting per client, and the client is close enough to the business to notice when a report says a lot without saying anything.
Small sites also make measurement harder, and this is the honest caveat for this audience. Thirty pages may not contain an adequate control set, and where there is none the fix says so instead of being scored anyway. You get 'we cannot prove this one' rather than a number that would not survive scrutiny.
What does hold up is the mechanical part: the defect was there on this date, it was gone on that date, here is what happened to those pages afterwards against the rest of the site. For a local client that is already a far stronger story than the one they get today.

No. It covers the client's own website and its Search Console data. Local pack work is outside what we measure and we will not pretend otherwise.
Will small sites ever get a verdict?
Often, but not always. It depends on there being comparable untouched pages with enough impressions to compare. When there are not, the fix stays in the ledger with the dates and no verdict.
